Shanghai Issues Foreigners’ Permanent Residence Identity Cards

Shanghai Entry-Exit Bureau announced that from June 1, the application for foreigners’ permanent residence (PR) identity card will be accepted, being Shanghai the pioneer city in China to introduce this new policy. The release of the new ID cards will take effect from June 16 and at the same time the issuance of existing permanent residence permit will be stopped. The PR ID card will be the legal document for foreigners to prove their identity in China, and is applicable for the reading machine designed for second generation of resident identity card, which will be easier for traveling.

The Bureau will issue the ID card on demand from the foreigners who have already obtained the permanent residence status in China through approval. From June 1, 2017 to December 31, 2017, the permanent residence permit holders in Shanghai may voluntarily apply to the Entry-Exit Bureau in every district of Shanghai for renewal of the new PR ID card. This application is not subject to the condition of whether the existing permit is expired or not. If the application is made after December 31, 2017, the applicants shall submit the application within one month before the permit is expired, or within one month after the permit content is changed.

By then, the practical effectiveness of PR ID card will be greatly improved, which facilitates the life and work of card holder in China. It will provide more convenient social services for permanent foreign residents, and enhance the sense of belonging for permanent foreign residents in China.
