NEWSFLASH | India Updates BIS Safety Standards for XR Devices

New Delhi, 29 October 2025: The Ministry of Electronics and Information Technology (MeitY) has amended the Compulsory Registration Order (CRO) framework to bring emerging Extended Reality (XR) technologies under updated safety regulations.

The amendment covers Augmented Reality (AR) headsets, Virtual Reality (VR) headsets, Mixed Reality (MR) devices and other immersive technology equipment.

Under the revised framework, manufacturers must comply with the new IS/IEC 62368-1:2023 standard, which establishes modern safety requirements for audio-visual and ICT equipment.

The internationally harmonized standard adopts a hazard-based safety engineering approach and addresses risks related to electrical energy, fire hazards, mechanical risks, radiation exposure and thermal effects.

The framework is specifically designed to support advanced electronic products, including XR devices.

The introduction of IS/IEC 62368-1:2023 will gradually replace:

  • IS 13252 (Part 1): 2010 – Information Technology Equipment
  • IS 616: 2017 – Audio, Video and Similar Electronic Apparatus

For XR products, concurrent validity of the old standards will remain in effect until 1 May 2026. After this deadline, compliance with IS/IEC 62368-1:2023 will become mandatory.

Manufacturers must

  • Submit test reports from BIS-recognized laboratories demonstrating compliance with the new safety standard
  • Update existing BIS CRS certifications within the transition period
  • Ensure all new BIS CRS applications for XR products comply directly with IS/IEC 62368-1:2023

Failure to comply with BIS CRS requirements may result in Prohibition on manufacturing or importing XR devices and/or seizure of non-compliant products.
