The Government of India, vide the Furniture (Quality Control) Second Amendment Order, 2026 (S.O. 1125(E)) dated 2 March 2026, issued a clarification in furtherance of the Furniture (Quality Control) Order, 2025. Under the said Quality Control Order, with effect from 13 February 2026, the Government of India mandated that all companies obtain Bureau of Indian Standards (BIS) certification for furniture covered under the QCO.
The notification dated 13 February 2026 also carved out certain exceptions, including imports for research and development (R&D) purposes, imports intended for re-export, and furniture manufactured prior to 2026, which may be sold within a period of 12 months upon self-declaration.
Pursuant to the Second Amendment Order dated 2 March 2026, it has been clarified that imports of furniture do not require immediate BIS certification where the Bill of Lading was issued prior to 13 February 2026 and the Bill of Entry is filed within 180 days from the date of implementation. Accordingly, goods shipped before the cut-off date of 13 February 2026 are permitted to be imported without BIS certification, subject to compliance with the prescribed conditions.
This clarification operates as part of a transitional framework intended to facilitate the implementation of the Furniture (Quality Control) Order, 2025, and to ensure a smooth transition to mandatory BIS certification requirements.
To avail of this exemption, the importer shall submit a copy of the purchase order, the Bill of Lading, the Bill of Entry, and all other supporting documents within seven (7) days from the date of clearance of such consignment.
