From October 2016 to March 2017, the State Administration of Foreign Experts Affairs will implement a trial work permit system for foreign employees in Beijing, Tianjin, Hebei, Shanghai, Anhui, Shandong, Guangdong, Sichuan, Ningxia and other places. From April 1st, 2017, the new work permit system for foreign employees will be implemented nationwide.
Under the current system, foreigners are allowed to apply for two types of work permit:
1. an employment license for foreign employees
2. a foreign expert work permit for top talents
They are issued by the Ministry of Human Resources and Social Security and SAFEA (State Administration of Foreign Experts Affairs) respectively.
The trial will unify the two permits into a single Work Permit for Foreigners, and the new Work Permit for Foreigners will be the legal credential for foreigners to work in China, with a number tied to each applicant forever.
According to the new policy, the approval process will be unified, and application of work permit will be made through a single on-line channel the “Service System for Management of Foreigners Work in China”, which will be built nationwide. Meanwhile, the materials will be simplified and the time limit for approval will be reduced, in order to facilitate foreigners working in China.
